Fixed:#

• Adding a new project caused a reset of custom overlays limit to the default value for all users

• Edit/Remove project buttons were enabled based on Manage configuration privilege, while that should be based on Map Management privilege

• Access denied error appeared after accepting Terms of Use by a new user
